I need a pattern or algorithm?

I am helping my teacher with the science fair this year and we're trying to find a way to divide the judges and projects they have to judge. There are 35 judges and 55 projects. We want to have each judge have maybe 8-12 to mark but we need to make sure each project is marked the same number of times as every other project. How could we split everything up to be able to do this?
